The War Intelligence Unit was created within the CIA approxmiately 20 years following the Department of Homeland Security formation. The intent of the WIU was to research methods of which to protect the US from foreign intrusion, namely after other countries had formed into superpowers with enough research power to develop biochemical weapons even more deadly than what the US had available. The AIU is credited with the Positron Field as well as the Neurological Weapon, Lycia7, which is capable of causing Phase 9 mental shifts.

The Phase 9 was named after the 9/10ths rule in which the brain is only scientifically capable of running at 90% capacity. While this sounds useful in theory, the electrostatics produced by such an effect are so strong that they cause implosions to the entire brain as well as most other body parts. This is acquired by enhancing the electron flow as well as adrenaline within the brain.
